New tickets should not be able to assign owner if component has one

Description

When creating a new ticket, I dont think it should be possible to assign the ticket if the component has an owner.

Either the 'Assign to:' for a new ticket should be removed or should be greyed out if the component that is choosen has an owner.

IMHO the 'Assign to:' box only confuses. If you know who should have the ticket it is possible to reassign it after the ticket has been created.

If the submitter of the issue knows who's going to work on it, why not let him/her set the owner? If he doesn't know, he'll leave the field blank, and the component owner will be the ticket owner.

Besides, such functionality would have to rely on javascript.
