Send emails based on selected component

Description
Although it's possible to send an email to a mailing list at the moment when tickets are changed, it'd be nice to have the ability to just send a email to a mailing list based on the selected component of the ticket, eg
component: gui - would send an email to gui-devs@… component: web - emails web-dudes@…
as well as to any mailing list set up for all the tickets. That way admins could get all the emails about tickets, and people interested in only one component could just get emails for that one part.
