[PATCH] Trivial change to default_workflow to not print "The owner will change to...." when it wont actually change.

Hi

The attached patch will suppress the printing of the workflow hints "The owner will change to xxx" when the owner will not actually change. It always makes me double check that I'm actually working on a ticket assigned to me so this is actually something that I think is quite important from a usability point of view.

Patch applied in r6826 (after a few cleanups: indent is 4 spaces, line width is < 80 characters, see TracDev/CodingStyle).

Add/Change #7098 ([PATCH] Trivial change to default_workflow to not print "The owner will change to...." when it wont actually change.)
