Use image/vnd.microsoft.icon instead.

Looks like they tried that in Apache (r571260) and reverted to image/x-icon after a while (r608218).

So, wontfix?

Definitely conflicting info out there, but as you point out, Apache is a good lead to follow. wontfix seems okay by me as well.
