Milestone selection list should be limited to open milestones only

Description

When closing a milestone, you are given the option to re-target open tickets to another milestone. I think it would be beneficial to limit this list to open milestones, since there isn't much point in assigning a ticket to a closed milestone.

I believe that the same restriction should be applied to changing milestones on tickets, generally, a ticket should not be added to a milestone that is closed.

If there are situations where this may be allowed, maybe there should be an option in the admin section to allow or disallow closed milestones.

What you just described is what is already done. Normal users only see open milestones. TICKET_ADMINs see all of them

this is a valid suggestion, as current behaviour is just not practical. see #1440.
