file uploads don't show as wiki changes in timeline

File uploads do not show up as page changes in the timeline view. We have people submitting deliverables by uploading drops to Wiki pages, but other than checking the page periodically, we have no way to know the drop happened.

The behavior we'd recommend is that this show up as a normal wiki change, perhaps with an automatic change message.

As for the filter semantic, should this feature provide its own filter (e.g. attachment), or should it take into account the existing filters (wiki for showing new attachments on Wiki pages, ticket for showing new attachments on Ticket pages)?

I think it would be cleaner to use the existing "wiki" and "ticket_details" filter options.

But once it's done for 1.0, it should be trivial to backport.
